Judge Clifford "Kip" Stilz, Thurston County District Court, will speak on the District Court's Mental Health Court.  Since 2005, Washington's Mental Health Court strives to be a "problem solving court" for persons with mental illness who are charged with non-felony crimes.  Judge Stilz is a graduate of Willamette University (1966); holds a Master of Public Administration degree from UCLA (1967); and is a law graduate of the University of Washington School of Law (1970).  Judge Stilz was appointed to the Thurston County District Court in 1985.
